With just #19 being winnable from the first 20, a rating of 33% seems very unrealistic. As 3 cards are dealt to each of the reserves every time you click on the stock, even some determined cherry picking is unlikely to achieve the target rating of 33%.
1 Deck. Hard (5%). Skill......( Merits Very Hard. Skill/Luck balanced. Unless you are lucky enough to find a decent looking deal you'll never win one).
#316786785 is winnable. (Ken Blackwell back in the day).
I was left with five cards. The choices given were retry and cancel and no score was recorded. Therefore it would appear that it is impossible to lose.
This is a horrible game in my opinion. Placing all of the cards onto the piles requires a lot of guesswork and blind luck. There is no opportunity to learn from your errors and improve your game. You place the final card onto a pile and the software instantly hoovers them up onto the foundations and you learn nothing.

The Hint "Move any group of cards" baffles me.

This game is a whole lot easier if you actually read the Rules and don't just assume like I did that spaces can only be filled by a king. 😮

Should probably be in the Easy group with a win-rate above 75%. Least demanding set of rules possibly.
Build down regardless of suit. Groups of cards in sequence down regardless of suit may be moved as a unit. Spaces may be filled by any car.
And if that wasn't enough you can also worry back.
Won Nos. 2, 3 and 4 very easily.
Tens
1 Deck. Hard (33%). All Luck. Belongs in the Medium category.
#5 is winnable.
